The VALEW project aims at developing a model for certification of competences acquired in non formal-informal learning environments, notably in the workplace. The intended certification method will adopt the learning outcomes approach promoted by the EQF. It will include criteria on how to demonstrate competences and their level of proficiency.
A marketable competence certification model will have to incorporate various aspects: a) the typology of evidences of the competences to be assessed; b) the methods of collecting evidence in non formal-informal settings; c) the structuring of the final competence assessment; d) ways of assigning EQF levels to competence proficiency. The project addresses specifically the contexts in which an integration exists between non formal/formal education and training, and work-based learning, i.e. from internship of students from VET and HE, to dual system/apprenticeship, to established work situations, and where the levels of knowledge and skills could be very differentiated. To base the work on concrete competence references whilst developing a model for an application in a much broader context, two areas have been chosen: - Information and Communication Technology (ICT) competences, taking as basis the recently completed European e-Competence Framework (link to website)
- the organisational competences, such as communication,.. (examples + link to document)
The outcomes of the project action, expected by spring 2010, will be - a certification model with practical references to ICT and organisational competences;
- the guidelines report containing recommendations for a general standard for certification of competences developed in the workplace and based on the indications emerging from the case studies on ICT-related and organisational competences.
Solid exploitation at methodological level aims to produce a model that can be utilised in different contexts and levels. As contribution to the general integrative strategy of lifelong learning, such a certification method should help to facilitate the transfer of qualifications and competences for both academic and professional purposes across Europe.
